Today we will talk about Sender ID pre registration in South Korea.

1. What does it mean?

It means that only pre register Sender ID able to send the message according to Article 84-2 of the Telecommunications Business Act (Prohibition of false indications of telephone numbers and protection of users) take effect on October 16, 2015.

2. There are three kinds of pre registration Sender ID in South Korea:

• Phone number authentication (OTP) : The one time password will be send to the registered phone number or Kakaotalk
• General authentication (ARS) : If you want to register specific office representative number such as 1588-4640, you will be able to receive the OTP through voice.
• Document inspection : You will be needed to send “Korean operator number registration certificate” to the account manager in order to register.

There are 3 (three) kinds of messages that is conducted by Law 2.1 Re-agree marketing recipient – from the date of marketing agreement to every two years, the recipient’s consent shall be checked – target: Company that receives marketing agreement. 2.2 Notification of personal information usage – Once in a year should notify the customer – target: information and communication service providers whose personal information has been stored and managed for the previous three months and have averaged more than 1 million users per day or 10 billion won or more in last year’s sales in the sector. 2.3 Notification of schedule dormant conversion – If personal information is destroyed, personal information is stored and managed separately from other user’s personal information. – target: all company If the company fails to follow the regulations conducted by Law, penalty may be possibly charged accordingly. Continue our post last week about marketing content delivery to South Korea, we would like to share the check points before live transmission:

* From 29th November 2018, sending promotional text messages to recipients who have only received consent and sending to recipients who have not confirmed for acceptance will have penalty charged.

If you want to send marketing content to South Korea, you should:

1) Make sure the recipients agree to receive the content.

2) Add (광고) in front of content and 무료수신거부 080xxx at the end 

3) Delivery within : 8AM to 9PM4) Include traffic owner and the contact information

* Marketing content criteria:1) Commercially purpose send by the seller2) Commercial content includes incidental information

* Excluded marketing content criteria:

1) Information regarding warranty, product recall safety or security for purchased goods or services

2) Information requested by end customer (one time delivery)

3) Information regarding end customer has to make payment

South Korea Regulations for Marketing Messages by SureM (SuperM)

Hello this is SureM. We would like to thank you for using our service. In here, promotional traffic is categorized as marketing messages in South Korea. 1. Basically, all traffic coming from overseas should be added prefix (such as 009 or 00777) 2. Each prefix has each own specifications. 2.1 009 prefix – SMS : 1~90 bytes (~45 characters) – LMS (or concatenated sms) : 91~2000 bytes (46~1000 characters) – Encoding : EUC-KR (english and korean only) 2.2 00777 prefix – SMS : 1~140 bytes (~70 characters) – LMS (or concatenated sms) is not supported. – Encoding : UCS 2 (Japanese, Chinese, Korean etc) 3. In order to send marketing traffic to Korea, all traffic has to be added header (광고) / Ads, 무료수신거부 080xxx at the end of every content / free opt out 080xxx number. following, you should add the marketing traffic owner in the content for opt out 080 number there are 2 different ways : Issue in SureM (paid monthly fee) or use 080 number own by the client if they have Korean entity.
