What is Look-up Service?

Is a service wherein the client requests to search for information on a requested number in the central database that contains information of each mobile phone subscriber that is authorized to use the mobile core network. Look-up service is determined by IMSI (International Mobile Subscriber Identity). IMSI is a 15 digit (or shorter) unique number that is stored in the mobile SIM card. The IMSI holds the information of the mobile phone numbers.

With population of 1.38 billion people (according to Wikipedia), China is now one of the main targets for messaging industry. Among others, cosmetics shops, plastic surgery clinics, Duty-free stores refer to China as their number 1 target market. 그림1

But, unlike any other country, China has a great number of restrictions for the mobile content (and not only). There are a lot of peculiarities to consider before sending any messages to China.

** All messages sent to China must contain “Footer/Header”.

What is “Footer/Header”?

– For messages sent via A2P, it must be added to clarify the Sender

** Regardless of the nature of the message, its content and footer/header must be compliant with the regulations of SureM

1) Available SMS size and requirements for Footer/Header

  • Up to 70 characters (including Footer/Header)
  • Footer/Header: English/Chinese characters only (3~8 characters)
  • Example : LGUPLUS,SUREM,【韓國中國】
  • 1 Footer/Header allowed per 1 ID

2) Requirements for message content:

  1. Languages available: Korean, English, Chinese (or mixed)
  2. Deprecating remarks of political nature are PROHIBITED
  3. Refer to the “201604_Chinese route restrictions_v3” // Chinese regulatory word list

3) Note when sending advertising messages:

  1. Can be delivered only from 9am to 5pm (receiver’s local time).
  2. Messages sent during night time (5pm~9am) will be delivered at permitted hours of the next business day

4) Special Screening Period

– Important events during which Chinese character censorship has been made more severe than usual; it may accordingly affect the speed of message delivery.

OPT-OUT

An opt-out is special feature (required in many countries) added to promotional messages, that allows handset users to unsubscribe from receiving any further SMS from the sender.

Typically, there are several forms of opt-out used in SMS industry :

  1. MO SMS – in this case, the handset user may send a message as a reply to the number the original MT SMS was received from, saying something like “STOP”, “NO”, “UNSUBSCRIBE” etc. This type of opt-out is commonly used in China (TD, N, 0), Russia and many other countries.
  2. Auto-response system – this option is used in South Korea. The government implemented a system where any company willing to send promotional messages must include an opt-out via Toll Free number beginning with 080-… The main point here, is that is the handset user is willing to unsubscribe from receiving any SMS in the future, the process of opting-out must be free for them. The companies renting 080 numbers are the ones paying for the service, so everyone (more or less) is happy.
  3. Link in the body of the message  – “to opt-out from receiving any more news from http://www.ournews.com please go to your personal page and choose the unsubscribe box” – this one is relatively popular as well. A lot of companies, especially e-commerce or online magazines / newsletters are bound to use this option simply because people who subscribe to the services are from different countries and following opt-out regulations for each and every one of them is extremely hard. But, in this case the chance of handset users raising a claim with their mobile carrier and the line getting blocked is very high as well.

In the end, the best way to make sure no laws are broken and the local government is not suing your company for harassing the citizens is to be a step ahead and get all information possible before entering any market with your SMS campaigns.

Sending SMS to Korea

There are three major Mobile Carriers in South Korea : Korea Telecom, SKT and LG U+. These days, following the progress in 4G/5G… development, more and more people rely on various messengers rather than SMS. That is for personal communication.

When it comes to corporate use, SMS is still a very important tool in reaching out to the customers, be it advertisement messages or registration codes for some app or service.

When sending SMS to South Korea, there are certain specifics you should be aware of :

  1.  When sending SMS from abroad, the message length is limited to 90 bytes.그림1
  2. Messages beyond 90 bytes will be delivered in one piece, but not as commonly known concatenated SMS (concat, C-SMS). In Korea, there is a term of LMS (Long Message Service) for messages of 91~2000 bytes.
  3. One of the special headers might be added :
  • [Web발신] (“Sent from Web”), indicating that the message was sent via A2P route.
  • [국외발신] (“Sent from abroad”), indicating that the route used does not belong to a local provider
  • (광고) (“Advertisement”), indicating that message contains promotional information.

IMPORTANT! The first 2 headers are automatically added by the Mobile Carriers and are not counted in the overall byte count. Thus, if you are charged by your provider for adding these extra bytes… Well, let’s say you have a good reason to find a new one!
